chore(config): 更新配置文件和依赖版本

- 清空开发环境后端地址的 API_HOST
- 修改应用唯一标识符为 iotalarm
- 更新附件地址 fileUrl 为新的 URL
- 添加注释并保留原注释的文件上传地址
- 在 package.json 中新增依赖 @ahooksjs/use-url-state
- 升级依赖 zy-react-library 到 1.2.19
- 将 @cqsjjb/scripts 版本升级到 2.0.0-alpha-1
- 升级 eslint 到 9.39.2
