style(map): 调整天气预防面板中Spin组件的位置

- 将Spin组件嵌套层级调整，提升代码可读性
- 使loading动画只覆盖天气数据部分，不包含表格区域
- 优化面板结构，保持布局一致性
- 修复因布局引起的样式错乱风险
