fix(job-data): 调整作业数据查看页面布局和签名显示

- 修改涉及相关单位表格列跨度从3列调整为5列
- 注释监护人签名图片显示相关代码
- 调整断路地段示意图区域的签名显示逻辑
- 将项目管理签名替换为作业用户签名显示
- 修正签字区域的时间戳显示字段
