fix(system): 修复用户定位卡号更新逻辑和CORS配置问题

- 修复CORSFilter中content type拼写错误，从textml改为text/html
- 优化用户定位卡号更新逻辑，添加空值检查和相同卡号判断
- 启用风险管理系统数据获取功能，取消相关注释代码
- 添加调试日志输出，便于排查盲板措施相关问题
- 修复选择措施组件中的选中状态处理逻辑
- 添加页面重置时的调试日志输出
