fix(login): 移除安卓系统判断逻辑并更新应用版本

- 注释掉获取系统信息和判断安卓系统的代码
- 简化首次登录跳转条件，移除操作系统类型检查
- 更新应用版本号从 2.3.9 到 2.3.10
- 更新版本代码从 249 到 251
- 添加启动屏配置选项 useOriginalMsgbox
